This action proposes to amend Class D airspace for Maxwell Air Force Base (AFB), Montgomery, AL, by making administrative updates. It also proposes to amend Class E airspace from 700 feet by expanding it by 0.5 NM from a 7-mile to a 7.5-mile radius around Maxwell AFB to contain IFR departures, along with making administrative changes. Finally, it proposes to revoke Class E airspace from the surface around Maxwell AFB, as the airport no longer meets the qualifications for Class E surface area airspace. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.

Authority for This Rulemaking
The FAA's authority to issue rules regarding aviation safety is found in Title 49 of the United States Code. Subtitle I, Section 106 describes the authority of the FAA Administrator. Subtitle VII, Aviation Programs, describes in more detail the scope of the agency's authority. This rulemaking is promulgated under the authority described in Subtitle VII, Part A, Subpart I, Section 40103. Under that section, the FAA is charged with prescribing regulations to assign the use of airspace necessary to ensure the safety of aircraft and the efficient use of airspace. This regulation is within the scope of that authority as it would amend Class D and Class E airspace for Maxwell AFB, Montgomery, AL.
Comments Invited
The FAA invites interested persons to participate in this rulemaking by submitting written comments, data, or views. Comments are specifically invited on the overall regulatory, aeronautical, economic, environmental, and energy-related aspects of the proposal. Incorporation by Reference
Class D and Class E airspace designations are published in paragraphs 5000, 6002, and 6005 of FAA Order JO 7400.11, Airspace Designations and Reporting Points, which is incorporated by reference in 14 CFR 71.1 on an annual basis. This document proposes to amend the current version of that order, FAA Order JO 7400.11M, Airspace Designations and Reporting Points, dated July 30, 2026, and effective September 15, 2026. These amendments would be published subsequently in the next update to FAA Order JO 7400.11. FAA Order JO 7400.11M, which lists Class A, B, C, D, and E airspace areas, air traffic service routes, and reporting points, is publicly available as listed in the
ADDRESSES
section of this document.
The Proposal
This action proposes to amend 14 CFR part 71 by updating geographic coordinates for Maxwell AFB in the Class D airspace legal description. It would also update the header for the Maxwell AFB legal description to list the city and state instead of the airport name to comply with FAA guidance.
This action also proposes to amend the Class E airspace extending upward from 700 feet above the surface at Montgomery, AL, by increasing the radius of the airspace surrounding Maxwell AFB from a 7-mile radius to a 7.5-mile radius. The additional airspace is needed to contain IFR departures from Maxwell AFB as they transition to the adjacent Class E airspace extending upward from 1,200 feet above the surface. Additionally, this action proposes to update the reference to Montgomery Regional Airport—Dannelly Field, AL, to Montgomery Regional Airport (Dannelly Field), AL; update the reference to Prattvillle-Grouby Field Airport to Prattville/Grouby Field Airport, AL; add the state abbreviation to the Wetumpka Municipal Airport reference; and add the state abbreviation to the Maxwell AFB reference.
Additionally, this action proposes to revoke the Class E airspace designated as a surface area at Maxwell AFB. This airspace is no longer required because the airport does not have the weather reporting capability necessary to support the Class E surface area when the air traffic control tower is closed.
Regulatory Notices and Analyses
The FAA has determined that this proposed regulation only involves an established body of technical regulations for which frequent and routine amendments are necessary to keep them operationally current. It, therefore: (1) is not a “significant regulatory action” under Executive Order 12866; (2) is not a “significant rule” under DOT Order 2100.6B, “Rulemaking and Guidance Procedure” (March 10, 2025); and (3) is expected to result in, at most, de minimis costs from compliance with applicable operating requirements or minor flight rerouting for operators choosing to navigate around the controlled airspace. Since these proposed amendments are routine and the expected impact to operators is de minimis, the FAA certifies that this proposed rule, when promulgated, will not have a significant economic impact on a substantial number of small entities under the criteria of the Regulatory Flexibility Act.
Environmental Review
This proposal will be subject to an environmental analysis in accordance the National Environmental Policy Act (42 U.S.C. 4321,
et seq.) and FAA Order 1050.1G, “FAA National Environmental Policy Act Implementing Procedures” prior to any FAA final regulatory action.
