By virtue of the authority vested in the Secretary of State by the laws of the United States, including section 621 of the Foreign Assistance Act of 1961 (22 U.S.C. 2381), Executive Order 12163 of September 29, 1979, and section 1 of the State Department Basic Authorities Act (22 U.S.C. 2651a), I hereby delegate the following functions to the Official Performing the Duties of the Administrator of the U.S. Agency for International Development to the extent authorized by law:
The functions conferred on the Secretary of State to provide for the approval of funds from the Operating Expenses (OE), Assistance for Eastern Europe and Central Asia (AEECA), Development Assistance (DA), Economic Support Fund (ESF), Global Health Programs (GHP), Democracy Fund (DF), Complex Crises Fund (CCF), International Disaster Assistance (IDA), and Transition Initiative (TI) accounts for Fiscal Years 2018 through 2025, as well as funds in those accounts and predecessor accounts available until expended, made available to USAID to pay costs solely associated with the termination of USAID awards and the wind-down of USAID functions, including the approval of funding allocations, as well as the approval of the obligation and expenditure of such funds for close out and related purposes. This authority shall be exercised subject to at least bi-monthly reporting to the Under Secretary for Foreign Assistance, Humanitarian Assistance, and Religious Freedom on the specific uses of such funds and compliance with Congressional funding earmarks and directives.
This delegation shall remain in effect until June 30, 2027. The Secretary, Deputy Secretary, and Deputy Secretary for Management and Resources, and Under Secretary for Foreign Assistance, Humanitarian Assistance, and Religious Freedom may exercise any function or authority delegated herein. This delegation of authority does not modify any other delegation of authority currently in effect.
This delegation of authority shall be published in the Federal Register .
