ACTION:

Rescindment of systems of records notice.

SUMMARY:

The Federal Deposit Insurance Corporation (FDIC) is rescinding two systems of records from its existing inventory of systems of records subject to the Privacy Act of 1974. The FDIC systems of records titled FDIC-001, Honors Attorney Applicant Records, and FDIC-011, Corporate Applicant Recruiting, Evaluating, and Electronic Referral Records, were established to support the recruiting and evaluating of applicants for FDIC employment. FDIC-001 and FDIC-011 are being rescinded because they have been identified as duplicative of a government-wide system of records notice published by the U.S. Office of Personnel Management.

This action is effective on October 6, 2026.

SUPPLEMENTARY INFORMATION:

Pursuant to the Privacy Act of 1974, 5 U.S.C. 552a, the FDIC is rescinding two systems of records: FDIC-001, Honors Attorney Applicant Records, and FDIC-011, Corporate Applicant Recruiting, Evaluating, and Electronic Referral Records. These systems of records are being rescinded because the underlying records within each are covered by an existing government-wide system of records notice (SORN) established by the U.S. Office of Personnel Management (OPM) titled OPM/GOVT-5, Recruiting, Examining, and Placement Records (last republished in full 79 FR 16834, March 26, 2014). Going forward, FDIC will rely on OPM/GOVT-5 alone as the governing SORN for these records.

A Government-wide system of records is one where a single agency has regulatory authority over records in the custody of multiple agencies, and the agency with regulatory authority publishes a SORN that applies to all of the records regardless of their custodial location. In such cases, all agencies—not just the agency with government-wide responsibilities—are responsible for complying with the terms of the SORN. See Office of Management and Budget Circular No. A-108, “Federal Agency Responsibilities for Review, Reporting, and Publication under the Privacy Act.” By rescinding FDIC-001 and FDIC-011 in favor of OPM/GOVT-5, the FDIC is seeking to ensure that its internal privacy practices for these records are consistent with the rules of OPM and that individuals whose data is maintained in these records are not confused by multiple notices describing the same set of records.

OPM/GOVT-5 was last republished in full in the Federal Register on March 26, 2014 (79 FR 16834). It was further modified on December 1, 2021 (86 FR 68291) and February 2, 2022 (87 FR 5874). Links to this and other Government-wide SORNs as well as FDIC SORNs may be found on FDIC's Privacy Program website at www.fdic.gov/​privacy.

The rescinded systems of records will be removed from FDIC's inventory of record systems.
