SUMMARY:
The U.S. Department of Commerce (Commerce) determines countervailable subsidies were provided to HDM Çelik Boru Sanayi Ve Ticaret A.S. (HDM Çelik), a producer/exporter of large diameter welded pipe (welded pipe) from the Republic of Türkiye (Türkiye) during the period of review, January 1, 2024, through December 31, 2024.

Background
On June 4, 2026, Commerce published the
Preliminary Results
and invited comments from interested parties.[1]
No interested party submitted comments on the
Preliminary Results.
Accordingly, the final results remain unchanged from the
Preliminary Results,
except as noted below, and there is no decision memorandum accompanying this notice. Commerce conducted this administrative review in accordance with section 751 of the Tariff Act of 1930, as amended (the Act).
The merchandise covered by the
Order
is welded pipe from Türkiye. For a complete description of the scope of the

Changes Since the Preliminary Results
We revised our calculations for HDM Çelik to incorporate the minor corrections from HDM Çelik's verification.[3]
Final Results of Review
We determine that, for the period, January 1, 2024, through December 31, 2024, the following total net countervailable subsidy rate exists:

Disclosure
Commerce intends to disclose its calculations performed in connection with the final results of review to interested parties within five days of public announcement or, if there is no public announcement, within five days of the date of publication of the notice of final results in the
Federal Register
, in accordance with 19 CFR 351.224(b).
Assessment Rates
Pursuant to section 751(a)(2)(C) of the Act and 19 CFR 351.212(b)(2), Commerce has determined, and U.S. Customs and Border Protection (CBP) shall assess, countervailing duties on all appropriate entries of subject merchandise in accordance with the final results of this review. For HDM Çelik, we intend to instruct CBP to assess countervailing duties at the
ad valorem
subsidy rate listed in the table above. Commerce intends to issue assessment instructions to CBP no earlier than 35 days after the date of publication of the final results of this review in the
Federal Register
. If a timely summons is filed at the U.S. Court of International Trade, the assessment instructions will direct CBP not to liquidate relevant entries until the time for parties to file a request for a statutory injunction has expired (
i.e.,
within 90 days of publication).
Cash Deposit Rates
Pursuant to section 751(a)(2)(C) of the Act and 19 CFR 351.107(e), Commerce intends to instruct CBP to collect cash deposits of estimated countervailing duties with regard to shipments of subject merchandise entered, or withdrawn from warehouse, for consumption on or after the date of publication of the final results of this review, as follows: (1) the cash deposit rate for the company listed above will be equal to the company-specific estimated individual countervailable subsidy rates determined in the final results of this review, except if the rate is less than 0.50 percent and, therefore,
de minimis
within the meaning of 19 CFR 351.106(c)(1), in which case the cash deposit rate will be zero; (2) if both the producer and exporter of the subject merchandise have company-specific estimated subsidy rates assigned, and their rates differ, then the applicable cash deposit rate will be the higher of these two rates; (3) if either the producer or the exporter, but not both, of the subject merchandise has a company-specific estimated subsidy rate assigned, the applicable cash deposit rate will be that company's company-specific rate; and (4) the cash deposit rate for all other producers and exporters will continue to be 3.72 percent, the all-others subsidy rate established in the investigation.[6]
These cash deposit instructions, when imposed, shall remain in effect until further notice.
Administrative Protective Order (APO)
This notice serves as the only reminder to parties subject to an APO of their responsibility concerning the disposition of proprietary information disclosed under APO in accordance with 19 CFR 351.305(a)(3), which continues to govern business proprietary information in this segment of the proceeding. Timely written notification of the return or destruction of APO materials or conversion to judicial protective order is hereby requested. Failure to comply with the regulations and terms of an APO is a sanctionable violation.
