SUMMARY:

The Office of Adjudication, Recruitment and Management, Department of Justice (DOJ), will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act of 1995.

SUPPLEMENTARY INFORMATION:

Written comments and suggestions from the public and affected agencies concerning the proposed collection of information are encouraged. Your comments should address one or more of the following four points:

—Evaluate whether the proposed collection of information is necessary for the proper performance of the functions of the Bureau of Justice Statistics, including whether the information will have practical utility;

—Evaluate the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used;

—Evaluate whether and if so how the quality, utility, and clarity of the information to be collected can be enhanced; and

—Minimize the burden of the collection of information on those who are to respond, including through the use of appropriate automated, electronic, mechanical, or other technological collection techniques or other forms of information technology, e.g., permitting electronic submission of responses.

Abstract

The Office of Adjudication, Recruitment, and Management (formerly the Office of Attorney Recruitment and Management) oversees the DOJ Attorney Student Loan Repayment Program. DOJ attorneys enter information pertinent to their qualifying federal student loans and the basis for the Department to make determinations required by 5 U.S.C. 5379 and 5 CFR part 537), e.g., whether they possess high or unique qualifications or meet a special need of the Department, the basis for a determination of recruitment or retention difficulty, the extent to which their departure would affect DOJ's ability to carry out an activity or perform a mission-essential function, and their likelihood of leave DOJ for employment outside the Federal service on a form-fillable, electronically submitted form. The request is reviewed by their Human Resources office to ensure they meet statutory and regulatory eligibility requirements, then forwarded to OARM for presentation to a review and selection Panel consisting of five senior DOJ employees identified by position in the Department's ASLRP policy.

Overview of This Information Collection

1. Type of information collection: Revision and reinstatement of a previously approved collection.

2. The title of the form/collection: Electronic Applications for the Attorney Student Loan Repayment Program.

3. The agency form number, if any, and the applicable component of the department sponsoring the collection: There is no agency form number for this collection. The applicable component within the Department of Justice is the Justice Management Division, Office of Adjudication, Recruitment, and Management,

4. Affected public who will be asked or required to respond, as well as the obligation to respond: Affected Public- Individuals. The obligation to respond is voluntary.

5. An estimate of the total number of respondents and the amount of time estimated for an average respondent to respond/reply: The Department anticipates about 180 respondents annually will complete the new request and justification form to apply for participation in the ASLRP annually. It ( printed page 64188) is estimated that each new request (including justification) will take two (2) hours to complete. This includes the time associated with reviewing the instructions, searching existing data sources, gathering the data needed, and completing the request. In addition, we estimate no more than 100 respondents will request renewal of payments by completing a short renewal form. We estimate it takes 30 minutes to gather the necessary data and complete the renewal form.

6. An estimate of the total public burden (in hours) associated with the collection:

The estimated burden associated with this collection is 410 hours. It is estimated that new applicants will take 2 hours to complete the request form and justification. The burden hours for collecting respondent data, 420 hours, are calculated as follows: 180 new respondents × 2 hours = 360 hours; plus 100 renewing participants × .5 hour = 50 hours.

7. An estimate of the total annual cost burden associated with the collection: $12,549.00.

The estimated cost to the government is solely based on the review time, estimated as 16 hours for each ASLRP Panel member (80 hours total); plus, OARM staff time (program management, intake review and packet assembly, student loan validation, notification issuance, and finance coordination (60 hours).
