- [Docket No. CP26-550-000]
On July 1, 2026, MountainWest Overthrust Pipeline, LLC (Overthrust) ( printed page 67832) filed an application in Docket No. CP26-550-000 requesting a Certificate of Public Convenience and Necessity pursuant to Section 7(c) of the Natural Gas Act to construct and operate certain natural gas pipeline facilities. The proposed project is known as the Green River West Expansion Project (Project), and it would allow the delivery of up to 64,000 dekatherms per day of firm natural gas transportation service from receipt points near Opal, Wyoming, to the new WE Soda delivery meter station in Sweetwater County, Wyoming.
On July 15, 2026, the Federal Energy Regulatory Commission (Commission or FERC) issued its Notice of Application for the Project. Among other things, that notice alerted agencies issuing federal authorizations of the requirement to complete all necessary reviews and to reach a final decision on a request for a federal authorization within 90 days of the date of issuance of the Commission staff's environmental document for the Project.
This notice identifies Commission staff's intention to prepare an environmental assessment (EA) for the Project and the planned schedule for the completion of the environmental review.[1]
Schedule for Environmental Review
Issuance of EA February 5, 2027
90-day Federal Authorization Decision Deadline [2] May 6, 2027
If a schedule change becomes necessary, additional notice will be provided so that the relevant agencies are kept informed of the Project's progress.
Project Description
Overthrust proposes to construct, own, operate, and maintain the following facilities in Sweetwater County, Wyoming: two new 12-inch-diameter delivery taps on Overthrust's existing ML116 and ML133 mainline pipelines; a 6.78-mile-long, 12-inch-diameter tap line (JTL150), extending north from the new taps to WE Soda's Westvaco Trona Processing Plant; and a new meter and regulator station (JTL150 Meter Station) at the existing Westvaco Plant site. The Project would also involve construction of new permanent access roads, use of existing access roads, and use of temporary workspaces during construction.
Background
On September 1, 2026, the Commission issued a Notice of Scoping Period Requesting Comments on Environmental Issues for the Proposed Green River West Expansion Project (Notice of Scoping). The Notice of Scoping was sent to federal, state, and local government representatives and agencies; elected officials; Native American Tribes; environmental and public interest groups; other interested parties; and local libraries and media outlets. In response to the Notice of Scoping, the Commission received comments from the Wyoming Department of Environmental Quality, Water Quality Division and the U.S. Bureau of Land Management, Kemmerer Field Office. The primary issues raised to date are the identification of surface waters of the state in proximity to the Project, their designated uses, and compliance with Wyoming water quality permitting requirements; and effects on wildlife and special status species, vegetation and soils, cultural, paleontological, and land resources on BLM-administered public lands. A letter of support for the project was also filed by the Sweetwater County Board of County Commissioners. All substantive comments will be addressed in the EA.
The U.S. Bureau of Land Management, Kemmerer Field Office is a cooperating agency in the preparation of the EA.
