Acting pursuant to PAIPA and Presidential Memorandum of July 19, 2024 (“Delegation of Functions and Authorities Under the Protecting American Intellectual Property Act of 2022”), the Secretary of State determined that each of Sergey Sergeyevich Zelenyuk, Matrix LLC, and Special Technology Services LLC FZ met the criteria set forth in section 2(a)(1)(A) of PAIPA, as indicated below, and, in consultation with the heads of other relevant agencies, as appropriate, selected the sanctions described in section 2(b)(1)(A), (D), (H), (I), and (J) to be imposed on the entities.
