Delegation of Authority No. 145-12

    Pursuant to section 1 of the State Department Basic Authorities Act 
(22 U.S.C. 2651a), as amended and Executive Order No. 12938, as 
amended, Section 1(a) of State Department Delegation of Authority No. 
145 of February 4, 1980, 45 F.R. 11655, as amended, is hereby further 
amended by adding a new subparagraph 12 as follows:
    ``(12) The functions conferred on the Secretary of State in 
Executive Order 12938 of November 14, 1994.''
