Nazdar, Chicago, Illinois; Notice of Negative Determination on 
Reconsideration

    On September 21, 1998, the Department issued an Affirmative 
Determination Regarding Application for Reconsideration for the workers 
and former workers of the subject firm. The petitioner presented new 
evidence that the customer survey undertaken by the Department did not 
reflect declining customers. The notice was published in the Federal 
Register on October 9, 1998 (63 FR 54499).
    The Department initially denied TAA to workers of Nazdar because 
the ``contributed importantly'' group eligibility requirement of 
Section 222(3) of the Trade Act of 1974, as amended, was not met. The 
workers at the subject firm were engaged in employment related to the 
production of screen printing ink.
    On reconsideration, the Department requested that Nazdar provide 
additional customers. A survey of customers which had reduced purchases 
from the Chicago facility of Nazdar was conducted. Surveyed customers 
did not purchase imported screen printing inks during the relevant 
period.

Conclusion

    After reconsideration, I affirm the original notice of negative 
determination regarding eligibility to apply for worker adjustment 
assistance for workers and former workers of Nazdar, Chicago, Illinois.
