SUMMARY: As a result of this sunset review, the Department of Commerce 
(the ``Department'') finds that revocation of the countervailing duty 
(``CVD'') order on prestressed concrete steel wire strand (``PC 
Strand'') from India would be likely to lead to continuation or 
recurrence of a countervailable subsidy at the level indicated in the 
``Final Results of Review'' section of this notice.

SUPPLEMENTARY INFORMATION:

Background

    On November 3, 2014, the Department initiated the second sunset 
review of the Order \1\ pursuant to section 751(c)(2) of the Tariff Act 
of 1930, as amended (the ``Act'').\2\ On November 17, 2014, the 
Department received a timely notification of intent to participate from 
Insteel Wire Products Company and Sumiden Wire Products Corporation 
(collectively, ``domestic parties'' or ``Petitioners''), filed in 
accordance with 19 CFR 351.218(d)(1)(i). On December 3, 2014, the 
Department received a substantive response from Petitioners, timely 
filed in accordance with 19 CFR 351.218(d)(3)(i).

    Pursuant to 19 CFR 351.218(e)(1)(ii)(C)(2) and section 751(c)(3)(B) 
of the Act, when there are inadequate responses from respondent 
interested parties, the Department will conduct an expedited sunset 
review and, not later than 120 days after the date of publication in 
the Federal Register of the notice of initiation, issue final results 
of review based on the facts available. The Department did not receive 
a substantive response from the

Government of India or any Indian producers or exporters. Accordingly, 
we conducted an expedited (120-day) sunset review of the Order.

Scope of the Order

    The merchandise subject to this order is prestressed concrete steel 
wire (``PC strand''), which is steel strand produced from wire of non-
stainless, non-galvanized steel, which is suitable for use in 
prestressed concrete (both pre-tensioned and post-tensioned) 
applications. The product definition encompasses covered and uncovered 
strand and all types, grades, and diameters of PC strand.
    The merchandise under this order is currently classifiable under 
subheadings 7312.10.3010 and 7312.10.3012 of the Harmonized Tariff 
Schedule of the United States (``HTSUS''). Although the HTSUS 
subheadings are provided for convenience and customs purposes, the 
written description of the merchandise under investigation is 
dispositive.

Analysis of Comments Received

    All issues raised in this review are addressed in the accompanying 
Issues and Decision Memorandum (``IDM''), which is hereby adopted by 
this notice.\3\ The issues discussed in the IDM include the likelihood 
of continuation or recurrence of a countervailable subsidy and the net 
countervailable subsidy likely to prevail if the Order were revoked. 
Parties can find a complete discussion of all issues raised in this 
expedited sunset review and the corresponding recommendations in this 
public memorandum which is on file electronically via the Enforcement 
and Compliance Antidumping and Countervailing Duty Centralized 
Electronic Service System (``ACCESS'').\4\ ACCESS is available to 
registered users at http://access.trade.gov and in the Central Records 
Unit, Room 7046 of the main Department of Commerce building. In 
addition, a complete version of the IDM can be accessed directly on the

Final Results of Review

    Pursuant to sections 752(b)(1) and (3) of the Act, the Department 
determines that revocation of the Order would be likely to lead to 
continuation or recurrence of a countervailable subsidy for all 
producers/manufacturers/exporters at a net countervailable subsidy rate 
of 62.92 percent.

Notification Regarding Administrative Protective Order

    This notice serves as the only reminder to parties subject to 
administrative protective order (``APO'') of their responsibility 
concerning the return or destruction of proprietary information 
disclosed under APO in accordance with 19 CFR 351.305. Timely 
notification of return/destruction of APO materials or conversion to 
judicial protective order is hereby requested. Failure to comply with 
the regulations and the terms of an APO is a sanctionable violation.
    We are issuing and publishing the results and notice in accordance 
with sections 751(c), 752, and 777(i)(1) of the Act.
