SUMMARY: On March 31, 2015, the Department of Labor (DOL) will submit 
the Occupational Safety and Health Administration (OSHA) sponsored 
information collection request (ICR) titled, ``Occupational Exposure to 
Hazardous Chemicals in Laboratories Standard,'' to the Office of 
Management and Budget (OMB) for review and approval for continued use, 
without change, in accordance with the Paperwork Reduction Act of 1995 
(PRA), 44 U.S.C. 3501 et seq. Public comments on the ICR are invited.

DATES: The OMB will consider all written comments that agency receives 
on or before April 30, 2015.

SUPPLEMENTARY INFORMATION: This ICR seeks to extend PRA authority for 
the Occupational Exposure to Hazardous Chemicals in Laboratories 
Standard information collection codified in regulation 29 CFR 
1910.1450. The Standard applies to any Occupational Safety and Health 
Act of 1970 (OSH Act) laboratory that uses hazardous chemicals in 
accordance with the Standard's definitions for laboratory use of 
hazardous chemicals and laboratory scale. The Standard requires such a 
laboratory to maintain worker exposures at or below the permissible 
exposure limits specified for the hazardous chemicals in 29 CFR part 
1910, subpart Z. A laboratory does so by developing a written Chemical 
Hygiene Plan (CHP) that describes: Standard operating procedures for 
using hazardous chemicals; hazard-control techniques; equipment-
reliability measures; worker information-and-training programs; 
conditions under which the employer must approve operations, 
procedures, and activities before implementation; and medical 
consultations and examinations. The CHP also designates personnel 
responsible for implementing the CHP, and specifies the procedures used 
to provide additional protection to workers exposed to particularly 
hazardous chemicals. OSH Act sections 2(b)(9), (6), and 8(c) authorize 
this information collection. See 29 U.S.C. 651(b)(9), 655, and 657.
    This information collection is subject to the PRA. A Federal agency 
generally cannot conduct or sponsor a collection of information, and 
the public is generally not required to respond to an information 
collection, unless it is approved by the OMB under the PRA and displays 
a currently valid OMB Control Number. In addition, notwithstanding any 
other provisions of law, no person shall generally be subject to 
penalty for failing to comply with a collection of information that 
does not display a valid Control Number. See 5 CFR 1320.5(a) and 
1320.6. The DOL obtains OMB approval for this information collection 
under Control Number 1218-0131.

    OMB authorization for an ICR cannot be for more than three (3) 
years without renewal, and the current approval for this collection is 
scheduled to expire on March 31, 2015. The DOL seeks to extend PRA 
authorization for this information collection for three (3) more years, 
without any change to existing requirements. The DOL notes that 
existing information collection requirements submitted to the OMB 
receive a month-to-month extension while they undergo review. For

notice published in the Federal Register on December 15, 2014 (79 FR 
74113).
    Interested parties are encouraged to send comments to the OMB,
