safety regulations contained at 49 CFR part 223, Safety Glazing

glazing for three self-propelled rail diesel cars. INPR plans to use
these cars only for excursion purposes at speeds not exceeding 20 mph,
and in primarily rural areas extending between Horseshoe Bend and
Cascade, ID. The cars are currently equipped with shatter resistant
safety glass.
