Component: Bureau of Alcohol, Tobacco, Firearms and Explosives, U.S. Department of Justice. 4. Affected public who will be asked or required to respond, as well as a brief abstract: Primary: Individuals or households. Other: Business or other for-profit. Abstract: The form is used to determine the eligibility, under the Gun Control Act (GCA), of a person to receive a firearm from a Federal firearms licensee and to establish the identity of the buyer/ transferee. It is also used in law enforcement investigations/ inspections to trace firearms and confirm that licensees are complying with their recordkeeping obligations under the GCA. 5. An estimate of the total number of respondents and the amount of time estimated for an average respondent to respond: An estimated 17,080,926 [[Page 45000]] respondents will take 30 minutes to complete the form. 6.
