SUPPLEMENTARY INFORMATION: This ICR seeks PRA authority for an information collection to support an evaluation of the Trade Adjustment Assistance Community College Career Training (TAACCCT) Grants Program. The data collection will obtain information about the program from TAACCCT grant recipients through a survey of colleges receiving funds under the first three rounds of TAACCCT grants and site visits to selected round 2 and 3 grantees. More specifically, an Internet based survey will collect data from colleges about TAACCCT activities, especially around program development and capacity building at community colleges, and the changes that occurred because of the TAACCCT grant. Site visits will collect more in-depth qualitative data on the TAACCCT grants via semi-structured interviews with program coordinators, faculty, and industry and employer partners, as well as focus groups with students participating in the TAACCCT-funded programs. American Recovery and Reinvestment Act of 2009 section 801 authorizes this information collection. See Public Law 111-5 section 801. This proposed information collection is subject to the PRA. A Federal agency generally cannot conduct or sponsor a collection of information, and the public is generally not required to respond to an information collection, unless it is approved by the OMB under the PRA and displays a currently valid OMB Control Number. In addition, notwithstanding any other provisions of law, no person shall generally be subject to penalty for failing to comply with a collection of information if the collection of information does not display a valid Control Number.
