Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5206 (Stafford Act). Therefore, consistent with 48 U.S.C. 1469a(d), pertaining to insular areas, and the President's declaration letter dated September 10, 2014, Federal funds for the Hazard Mitigation Grant Program are authorized at 100 percent of total eligible costs for the Territory of American Samoa. This cost share is effective as of the date of the President's major disaster declaration.
