    The Commission's Rules of Practice and Procedure require all 
intervenors filing documents with the Commission to serve a copy of

list for the project. Further, if an intervenor files comments or 
documents with the Commission relating to the merits of an issue that 
may affect the responsibilities of a particular resource agency, they 
must also serve a copy of the document on that resource agency.
    k. Description of Request: As required by article 413 of the 
license, Alabama Power Company requests Commission approval of a 
proposed recreation plan for the project. The recreation plan provides 
a description of all existing and proposed recreation sites at the 
project (including any planned improvements at each site), an 
evaluation of existing signage at each site, a review of soil erosion 
and sediment control measures planned to stabilize shorelines where 
ground disturbing activities may occur, a discussion of refuse 
management at project recreation sites including implementation of a 
``carry in/carry out'' program, a description of how the needs of 
persons with disability were considered in the planning and design of 
recreation facilities, and a provision to monitor woody debris.
