In compliance with the Paperwork Reduction Act of 1995, the Office of the Assistant to the Secretary of Defense for Public Affairs announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

SUMMARY: In compliance with the Paperwork Reduction Act of 1995, the 
Office of the Assistant to the Secretary of Defense for Public Affairs 
announces a proposed public information collection and seeks public 
comment on the provisions thereof. Comments are invited on: Whether the 
proposed collection of information is necessary for the proper 
performance of the functions of the agency, including whether the 
information shall have practical utility; the accuracy of the agency's 
estimate of the burden of the proposed information collection; ways to 
enhance the quality, utility, and clarity of the information to be 
collected; and ways to minimize the burden of the information 
collection on respondents, including through the use of automated 
collection techniques or other forms of information technology.

5, 2016.

    Needs and Uses: The information collection requirement is necessary 
to administer the JCOC Program; to verify the eligibility of nominators 
and candidates; and to select those nominated individuals for 
participation in JCOC.
    Affected Public: Individuals or households.
    Annual Burden Hours: 25.
    Number of Respondents: 100.
    Responses per Respondent: 1.
    Annual Responses: 100.
    Average Burden per Response: 15 minutes.
    Frequency: Annually.
    Respondents are individuals authorized to nominate candidates for 
participation in JCOC, and candidates nominated for and selected to 
participate in JCOC. The JCOC Nomination Form and Registration Form 
each record the nominator's credentials and contact information and the 
candidate's credentials and contact information. The completed forms 
are used to administer the JCOC program, verify the eligibility of 
nominators and candidates, and to select those nominated individuals 
for participation in JCOC, which is impossible to do without this 
information. Ensuring the credentials of nominators and candidates is 
vital to the integrity and accountability of the JCOC program.
