HUD is seeking approval from the Office of Management and Budget (OMB) for the information collection described below. In accordance with the Paperwork Reduction Act, HUD is requesting comment from all interested parties on the proposed collection of information. The purpose of this notice is to allow for 60 days of public comment. The Budget-Neutral Demonstration Program for Energy and Water Conservation Improvements at Multifamily Housing Residential Units (Pay for Success Pilot) authorizes HUD to establish a competitive process for selecting one or more qualified intermediaries who will, per agreements with HUD, be responsible for initiating and managing an energy and water conservation retrofit program. These retrofits are authorized at properties participating in the project-based rental assistance (PBRA) program under section 8 of the United States Housing Act of 1937; supportive housing for the elderly program operating under section 202 of the Housing Act of 1959; and supportive housing for persons with disabilities under section 811(d)(2) of the Cranston- Gonzalez National Affordable Housing Act. The documents that are the subject of this notice are those used by applicants applying to participate in this program.

SUMMARY: HUD is seeking approval from the Office of Management and 
Budget (OMB) for the information collection described below. In 
accordance with the Paperwork Reduction Act, HUD is requesting comment 
from all interested parties on the proposed collection of information.

SUPPLEMENTARY INFORMATION: This notice informs the public that HUD is 
seeking approval from OMB for the information collection described in 
Section A.

I. Evaluation of Proposed Information Collection

    HUD will submit the proposed information collection to OMB for 
review, as required by the Paperwork Reduction Act of 1995 (44 U.S.C. 
Chapter 35, as amended). This notice is soliciting comments from 
members of the public and affected parties concerning the collection of 
proposed information on the following:
    (1) Whether the proposed collection of information is necessary for 
the proper performance of the functions of the agency, including 
whether the information will have practical utility;
    (2) The accuracy of the agency's estimate of the burden of the 
proposed collection of information;
    (3) Ways to enhance the quality, utility, and clarity of the 
information to be collected; and
    (4) Ways to minimize the burden of the collection of information on 
those who are to respond; including through the use of appropriate 
automated collection techniques or other forms of information 
technology, e.g., permitting electronic submission of responses.

II. Description of Proposed Information Collection

    Title of Information Collection: Budget-Neutral Demonstration 
Program for Energy and Water Conservation Improvements at Multifamily 
Housing Residential Units (Pay for Success Pilot).
    Description of the need for the information and proposed use: The 
Pay for Success (PFS) Pilot authorizes HUD to establish a competitive 
process for selecting one or more qualified intermediaries who will, 
per agreements with HUD, be responsible for initiating and managing an 
energy and water conservation retrofit program at select assisted 
multifamily housing properties. Participation in the program is 
voluntary. Participating applicants are required to submit application 
information for the purpose of putting together a proposal for 
evaluation. Through this application information, HUD evaluates whether 
applicants have met all of the requirements necessary to apply and be 
selected to participate in the PFS Pilot.
