The Environmental Protection Agency (EPA) is proposing to approve a revision to the Alabama State Implementation Plan submitted by the Alabama Department of Environmental Management on October 26, 2015. The revision modifies the definition of ``volatile organic compounds'' (VOC). Specifically, the revision adds three compounds to the list of those excluded from the VOC definition on the basis that these compounds make a negligible contribution to tropospheric ozone formation. This action is being taken pursuant to the Clean Air Act.

Air Plan Approval; Alabama: Volatile Organic Compounds

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

SUMMARY: The Environmental Protection Agency (EPA) is proposing to 
approve a revision to the Alabama State Implementation Plan submitted 
by the Alabama Department of Environmental Management on October 26, 
2015. The revision modifies the definition of ``volatile organic 
compounds'' (VOC). Specifically, the revision adds three compounds to 
the list of those excluded from the VOC definition on the basis that 
these compounds make a negligible contribution to tropospheric ozone 
formation. This action is being taken pursuant to the Clean Air Act.

DATES: Written comments must be received on or before August 29, 2016.

SUPPLEMENTARY INFORMATION: In the Rules and Regulations section of this 
Federal Register, EPA is approving the State's implementation plan 
revision as a direct final rule without prior proposal because the 
Agency views this as a noncontroversial submittal and anticipates no 
adverse comments. A detailed rationale for the approval is set forth in 
the direct final rule. If no adverse comments are received in response 
to this rule, no further activity is contemplated. If EPA receives 
adverse comments, the direct final rule will be withdrawn and all 
public comments received will be addressed in a subsequent final rule 
based on this proposed rule. EPA will not institute a second comment 
period on this document. Any parties interested in commenting on this 
document should do so at this time.
