SUMMARY: The Department of Labor (DOL) is submitting the Office of 
Workers' Compensation Programs (OWCP) sponsored information collection 
request (ICR) revision titled, ``Notice of Issuance of Insurance 
Policy,'' to the Office of Management and Budget (OMB) for review and 
approval for use in accordance with the Paperwork Reduction Act (PRA) 
of 1995 (44 U.S.C. 3501 et seq.). Public comments on the ICR are 
invited.

DATES: The OMB will consider all written comments that agency receives 
on or before August 29, 2016.

SUPPLEMENTARY INFORMATION: This ICR seeks approval under the PRA for 
revisions to the Notice of Issuance of Insurance Policy information 
collection. The Black Lung Benefits Act as amended requires that a 
responsible coal mine operator be insured and outlines the items each 
contract of insurance must contain. See 30 U.S.C. 933. The statute also 
enumerates civil penalties to which a responsible coal mine operator is 
subject, should these procedures not be followed. Regulations 20 CFR 
726.208 through 726.213 require that each insurance carrier shall 
report to Division of Coal Mine Workers' Compensation (DCMWC) each 
policy and endorsement issued, cancelled, or renewed with respect to 
responsible operators. The regulations state that this report will be 
made in such a manner and on such a form as the DCMWC may require. The 
regulations also require that, if a policy is issued or renewed for 
more than one operator, a separate report for each operator shall be 
submitted. The insured coal mining operations are conducted in States 
that report all workers' compensation to the National Council on 
Compensation Insurance (NCCI). The OWCP and NCCI have a Memorandum of 
Understanding in place that permits the NCCI to provide policy 
information directly to the OWCP via Secure File Transfer Protocol 
server. This information collection has been classified as a revision, 
because will discontinue use of Form CM-921 that a State previously has 
used to submit information directly to the DCMWC.
    This information collection is subject to the PRA. A Federal agency 
generally cannot conduct or sponsor a collection of information, and 
the public is generally not required to respond to an information 
collection, unless it is approved by the OMB under the PRA and displays 
a currently valid OMB Control Number. In addition, notwithstanding any 
other provisions of law, no person shall generally be subject to 
penalty for failing to comply with a collection of information that 
does not display a valid Control Number. See 5 CFR 1320.5(a) and 
1320.6. The DOL obtains OMB approval for this information collection 
under Control Number 1240-0048. The current approval is scheduled to 
expire on July 31, 2016; however, the DOL notes that existing 
information collection requirements submitted to the OMB receive a 
month-to-month extension while they undergo review. New requirements 
would only take effect upon OMB approval. For additional substantive
