PJM Settlement, Inc.; Notice of Complaint Take notice that on August 29, 2016, pursuant to sections 206 and 306 of the Federal Power Act, 16 U.S.C. 824e and 825e (2012), and Rules 206 and 207(a)(5) of the Federal Energy Regulatory Commission's (Commission) Rules of Practice and Procedure, 18 CFR 385.206 and 207(a)(5) (2016), Dominion Resources Services, Inc. (Dominion) on behalf of Virginia Electric and Power Company (Complainant) filed a formal complaint against PJM Interconnection L.L.C. and PJM Settlement, Inc. (Respondents) alleging that Respondents violated its Open Access Transmission Tariff and Amended and Restated Operating Agreement by denying Dominion's request for a fuel cost adjustment resulting from the need to run Ladysmith Power Station Units 2-5 on back-up fuel oil rather than less expensive natural gas for reliability in real-time, all as more fully explained in the complaint. Dominion certifies that copies of the complaint were served on the contacts for Respondent listed on the Commission's list of Corporate Officials. Any person desiring to intervene or to protest this filing must file in accordance with Rules 211 and 214 of the Commission's Rules of Practice and Procedure (18 CFR 385.211 and [[Page 61677]] 385.214). Protests will be considered by the Commission in determining the appropriate action to be taken, but will not serve to make protestants parties to the proceeding.
