Establishment of Atomic Safety and Licensing Board; Tennessee 
Valley Authority

    Pursuant to delegation by the Commission, see 37 FR 28710 (Dec. 29, 
1972), and the Commission's regulations, see, e.g., 10 CFR 2.104, 
2.105, 2.300, 2.309, 2.313, 2.318, 2.321, notice is hereby given that 
an Atomic Safety and Licensing Board (Board) is being established to 
preside over the following proceeding: Tennessee Valley Authority 
(Browns Ferry Nuclear Plant Units 1, 2, and 3).
    This proceeding involves a challenge to an application by Tennessee 
Valley Authority for an amendment to the operating licenses for the 
Browns Ferry Nuclear Plant Units 1, 2, and 3, located in Athens, 
Alabama. In response to a Federal Register Notice, ``Applications and 
Amendments to Facility Operating Licenses and Combined Licenses 
Involving Proposed No Significant Hazards Considerations and Containing 
Sensitive Unclassified Non-Safeguards Information and Order Imposing 
Procedures for Access to Sensitive Unclassified Non-Safeguards 
Information,'' published on July 5, 2016, see 81 FR 43661-43669, the 
Bellefonte Efficiency & Sustainability Team/Mothers Against Tennessee 
River Radiation (BEST/MATRR) filed a Petition to Intervene and Request 
for Hearing on September 9, 2016.
