    k. Description of Request: The licensee requests Commission 
approval for a variance of the minimum pool requirement at Tioga Lake, 
which requires that the licensee maintain the lake level within two 
feet of the spillway or, in dry years, at its peak for the year from 
May 1 through September 30. In order to facilitate maintenance work on 
the grizzly and outlet works, the licensee requests Commission approval 
to begin draining the lake starting August 1, 2016, instead of the 
October 1 commencement date. The associated maintenance work would 
occur from September 6 to October 31, 2016, during which, the licensee 
would maintain natural flow through the outlet works.
