    k. Description of Request: The applicant requests a temporary 
variance of the Messalonskee Lake elevation requirement as a result of 
drought conditions. The normal minimum elevation for Messalonskee Lake 
is 234.4 feet above mean sea level. The applicant states the reservoir 
surface has already fallen below this level due to low inflow, and 
proposes the minimum

level be temporarily modified to 232.9 feet above mean sea level until 
January 1, 2017, or until the reservoir surface rises above its normal 
minimum elevation.
