Description of Request: The EWEB is seeking to modify the project boundary by expanding it to include the relocation of Leaburg's existing substation to the highly disturbed, unconstructed location referred to as the Holden Creek substation project area (approximately 2,000 feet down Highway 126 and away from the [[Page 95978]] McKenzie River from its current location). Relocating the substation would allow EWEB to connect to an adjacent Bonneville Power Administration transmission line and eliminate approximately eight miles of two parallel, existing EWEB transmission lines. l.
