The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission. The proposed project would utilize the existing outlet structure on Fresno Dam. The proposed project would consist of the following new facilities: (1) A 48-inch-diameter, 100-foot-long bifurcated penstock leading from the existing outlet works; (2) a powerhouse containing two turbines/generating units with a combined installed capacity of 1.348 megawatts; (3) a tailrace discharging flows into the existing dam spillway; (4) a transformer in a 25-square-foot switchyard; (5) an approximately 1-mile-long, 12.74-kilovolt overhead transmission line connecting to existing Hill County Electric and Northwest Electric transmission systems; and (6) appurtenant facilities.
