Morongo Transmission LLC; Notice of Petiton for Declaratory Order

    Take notice that on February 19, 2016, pursuant to Rule 207 of the 
Commission's Rules of Practice and Procedure of the Federal Energy 
Regulatory Commission's (Commission), 18 CFR 385.207(a)(2) (2015), 
Morongo Transmission LLC (Morongo) filed a petition for declaratory 
order stating that amounts invested by Morongo Transmission in the West 
of Devers Transmission Upgrade Project in excess of $400 million will 
receive the same rate treatment that the Commission authorized in its 
August 25, 2014 order,\1\ as more fully explained in the petition.

    Any person desiring to intervene or to protest in this proceeding 
must file in accordance with Rules 211 and 214 of the Commission's

will be considered by the Commission in determining the appropriate
