American Municipal Power, Inc. v. Midcontinent Independent System 
Operator, Inc.; Notice of Complaint

    Take notice that on December 19, 2016, pursuant to Rule 206 of the 
Federal Energy Regulatory Commission's (Commission) Rules of Practice 
and Procedure, 18 CFR 385.206 and sections 206 and 309 of the Federal 
Power Act, (FPA) \1\ American Municipal Power, Inc. (AMP or 
Complainant) filed a formal complaint against Midcontinent Independent 
System Operator, Inc. (MISO or Respondent) alleging that MISO violated 
its Open Access Transmission, Energy and Operating Reserve Markets 
Tariff by improperly charging AMP for certain congestion and scheduling 
fees associated with the transmission of energy from its facility, as 
more fully explained in the complaint.
