ACTION: Proposed rule. ----------------------------------------------------------------------- SUMMARY: The Environmental Protection Agency (EPA) is proposing to approve portions of revisions to the Georgia State Implementation Plan (SIP) submitted by the Georgia Department of Natural Resources, Environmental Protection Division, on August 30, 2010, and on July 25, 2014; and portions of revisions to the South Carolina SIP, submitted by the Department of Health and Environmental Control on December 15, 2014, August 12, 2015, and November 4, 2016. The Georgia SIP revisions incorporate definitions relating to fine particulate matter (PM2.5 ), and amend state rules to reflect the 2008 national ambient air quality standard (NAAQS) for lead. The South Carolina SIP revisions incorporates the 2010 sulfur dioxide NAAQS, 2010 nitrogen dioxide NAAQS, 2012 PM2.5 NAAQS, 2015 8-hour ozone NAAQS, removes the 1997 8-hour ozone NAAQS, and removes the standard for gaseous fluorides from the SIP. This action is being proposed because Georgia and South Carolina have demonstrated that these changes are consistent with the Clean Air Act. SUPPLEMENTARY INFORMATION: In the Final Rules Section of this Federal Register, EPA is approving the SIP revisions for Georgia and South Carolina as a direct final rule without prior proposal because the Agency views these as noncontroversial submittals and anticipates no adverse comments. A detailed rationale for the approval is set forth in the direct final rule. If no adverse comments are received in response to this rule, no further activity is contemplated. If EPA receives adverse comments, the direct final rule will be withdrawn and all public comments received will be addressed in a subsequent final rule based on this proposed rule.
