    Description of Relief Sought: Mr. Mychal Will is a flight navigator 
in the U.S. military and seeks relief from the 1,500 hour total time as 
a pilot eligibility requirement for an airline transport pilot (ATP) 
certificate. Based on some military flight training and civil air 
patrol (CAP) flying experience, Mr. Will seeks eligibility to take the 
practical test with 750 hours of total time.
