The Environmental Protection Agency (EPA) is proposing to approve portions of revisions to the North Carolina State Implementation Plan (SIP) submitted by the State of North Carolina through the North Carolina Department of Environmental Quality (formerly the North Carolina Department of Environment and Natural Resources (NCDENR)), Division of Air Quality (DAQ), on October 14, 2004, March 24, 2006, and January 31, 2008. The proposed revisions are changes to the air curtain burner regulation of the North Carolina SIP and are part of North Carolina's strategy to meet and maintain the national ambient air quality standards (NAAQS). EPA has taken or will take action with respect to all other portions of these SIP revisions. This action is being taken pursuant to the Clean Air Act (CAA or Act) and its implementing regulations.

ACTION: Proposed rule.

SUMMARY: The Environmental Protection Agency (EPA) is proposing to 
approve portions of revisions to the North Carolina State 
Implementation Plan (SIP) submitted by the State of North Carolina 
through the North Carolina Department of Environmental Quality 
(formerly the North Carolina Department of Environment and Natural 
Resources (NCDENR)), Division of Air Quality (DAQ), on October 14, 
2004, March 24, 2006, and January 31, 2008. The proposed revisions are 
changes to the air curtain burner regulation of the North Carolina SIP 
and are part of North Carolina's strategy to meet and maintain the 
national ambient air quality standards (NAAQS). EPA has taken or will 
take action with respect to all other portions of these SIP revisions. 
This action is being taken pursuant to the Clean Air Act (CAA or Act) 
and its implementing regulations.

2017.

SUPPLEMENTARY INFORMATION: In the Final Rules section of this Federal 
Register, EPA is approving the State's SIP revision as a direct final 
rule without prior proposal because the Agency views this as a 
noncontroversial submittal and anticipates no adverse comments. A 
detailed rationale for the approval is set forth in the direct final 
rule. If no adverse comments are received in response to this rule, no 
further activity is contemplated. If EPA receives adverse comments, the 
direct final rule will be withdrawn and all public comments received 
will be addressed in a subsequent final rule based on this proposed 
rule. EPA will not institute a second comment period on this document. 
Any parties interested in commenting on this document should do so at 
this time.
