The Environmental Protection Agency (EPA) is proposing to approve elements of a State Implementation Plan (SIP) revision from the State of Missouri for the 2010 Nitrogen Dioxide (NO<INF>2</INF>) National Ambient Air Quality Standard (NAAQS). Section 110 of the CAA requires that each state adopt and submit a SIP for the implementation, maintenance, and enforcement of each new or revised NAAQS promulgated by EPA. These SIPs are commonly referred to as ``infrastructure'' SIPs. The infrastructure requirements are designed to ensure that the structural components of each state's air quality management program are adequate to meet the state's responsibilities under the CAA. In the ``Rules and Regulations'' section of this issue of the Federal Register, we are approving the state's SIP revisions as a direct final rule without a prior proposed rule. If we receive no adverse comment, we will not take further action on this proposed rule.

Approval of Missouri Air Quality Implementation Plans;
Infrastructure SIP Requirements for the 2010 Nitrogen Oxide National
Ambient Air Quality Standard

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

-----------------------------------------------------------------------

SUMMARY: The Environmental Protection Agency (EPA) is proposing to
approve elements of a State Implementation Plan (SIP) revision from the
State of Missouri for the 2010 Nitrogen Dioxide (NO2)
National Ambient Air Quality Standard (NAAQS). Section 110 of the CAA
requires that each state adopt and submit a SIP for the implementation,
maintenance, and enforcement of each new or revised NAAQS promulgated
by EPA. These SIPs are commonly referred to as ``infrastructure'' SIPs.
The infrastructure requirements are designed to ensure that the
structural components of each state's air quality management program
are adequate to meet the state's responsibilities under the CAA. In the
``Rules and Regulations'' section of this issue of the Federal
Register, we are approving the state's SIP revisions as a direct final
rule without a prior proposed rule. If we receive no adverse comment,
we will not take further action on this proposed rule.

SUPPLEMENTARY INFORMATION: This document proposes to take action on the
State of Missouri Infrastructure SIP revision for the 2010
NO2 NAAQS. We have published a direct final rule approving
the State's SIP revision(s) in the ``Rules and Regulations'' section of
