Proposed Information Collection; Comment Request; West Coast 
Groundfish Trawl Economic Data Collection

AGENCY: National Oceanic and Atmospheric Administration (NOAA), 
Commerce.

SUMMARY: The Department of Commerce, as part of its continuing effort 
to reduce paperwork and respondent burden, invites the general public 
and other Federal agencies to take this opportunity to comment on 
proposed and/or continuing information collections, as required by the 
Paperwork Reduction Act of 1995.

DATES: Written comments must be submitted on or before December 26, 
2017.

SUPPLEMENTARY INFORMATION: 

I. Abstract

    This request is for extension of a currently approved information 
collection. This information collection is needed in order to meet the 
monitoring requirements of the Magnuson-Stevens Act (MSA). In 
particular, the Northwest Fisheries Science Center (NWFSC) needs 
economic data on all harvesters, first receivers, shorebased 
processors, catcher processors, and motherships participating in the 
West Coast groundfish trawl fishery.
    The currently approved collection covers collection of data for the 
2014-2016 operating years. The renewed approval will cover years 2017-
2019. Data will be collected from all catcher vessels registered to a 
limited entry trawl endorsed permit, catcher processors registered to 
catcher processor permits, and motherships registered to mothership 
permits, first receivers, and shorebased processors that received round 
or head-and-gutted IFQ groundfish or whiting from a first receiver to 
provide the necessary information for analyzing the effects of the West 
Coast Groundfish Trawl Catch Share Program.
    As stated in 50 CFR 660.114, the EDC forms due on September 1, 2018 
will provide data for the 2017 operating year.

II. Method of Collection

    Forms may be submitted via mail or electronically.

III. Data

    OMB Control Number: 0648-0618.
    Form Number: None.
    Type of Review: Regular submission (extension of a current 
information collection).
    Affected Public: Business or other for-profit.
    Estimated Number of Respondents: 195.
    Estimated Time per Response: 8 hours for catcher processors, 
catcher vessels, and motherships, 20 hours for first receivers and 
shorebased processors.
    Estimated Total Annual Burden Hours: 2,052.
    Estimated Total Annual Cost to Public: $0 in recordkeeping/
reporting costs.

IV. Request for Comments

    Comments are invited on: (a) Whether the proposed collection of 
information is necessary for the proper performance of the functions of 
the agency, including whether the information shall have practical 
utility; (b) the accuracy of the agency's estimate of the burden 
(including hours and cost) of the proposed collection of information; 
(c) ways to enhance the quality, utility, and clarity of the 
information to be collected; and (d) ways to minimize the burden of the 
collection of information on respondents, including through the use of 
automated collection techniques or other forms of information 
technology.
    Comments submitted in response to this notice will be summarized 
and/or included in the request for OMB approval of this information 
collection; they also will become a matter of public record.
