    The Commission's Rules of Practice and Procedure require all

may affect the responsibilities of a particular resource agency, they

    k. Description of Request: The licensee filed a request to 
authorize a non-project use on the Wanapum Reservoir for the existing 
Vantage Riverstone Marina to expand from a ten-slip facility to a 
commercial marina with capacity for 17 watercraft. The location and 
footprint of the three existing docks will not change.
