ACTION: Draft regulatory issue summary; request for comment.

SUMMARY: The U.S. Nuclear Regulatory Commission (NRC) is seeking public 
comment on draft regulatory issue summary (RIS) 2016-xx, 
``Administration of 10 CFR part 72 Certificate of Compliance 
Corrections and Revisions.'' The NRC is issuing this RIS to inform 
addressees of the processes to revise an initial certificate of 
compliance (CoC) and subsequent amendments (hereafter referred to as 
CoCs, whether initial CoCs or subsequent amendments) to make 
administrative corrections and technical changes using the existing 
regulatory framework.

DATES: Submit comments by March 20, 2017. Comments received after this 
date will be considered if it is practical to do so, but the Commission 
is able to ensure consideration only for comments received before this 
date.

II. Background.

    The NRC is issuing this RIS to inform addressees of the processes 
to revise an initial CoC and subsequent amendments (hereafter referred 
to as CoCs, whether initial CoCs or subsequent amendments) to make 
administrative corrections and technical changes using the existing 
regulatory framework in 10 CFR part 72.
    The NRC issues RISs to communicate with stakeholders on a broad 
range of matters.

III. Proposed Action

    The NRC is requesting public comments on the draft RIS. All 
comments that are to receive consideration in the final RIS must still 
be submitted electronically or in writing as indicated in the ADDRESSES 
section of this document. The NRC staff will make a final determination 
regarding issuance of the RIS after it considers any public comments 
received in response to this request.
