the following four points:

-- Evaluate whether the proposed collection of information is necessary
for the proper performance of the functions of the agency, including
whether the information will have practical utility;

    4. Affected public who will be asked or required to respond, as
well as a brief abstract:
    Primary: Business or other for-profit.
    Other (if applicable): None.
Abstract: The nonimmigrant alien information is used to determine
if a nonimmigrant alien is eligible to obtain a Federal firearms
license and purchase, obtain, possess, or import a firearm.
Nonimmigrant aliens also must maintain the documents while in
possession of firearms or ammunition in the United States for
verification purposes.
    5. An estimate of the total number of respondents and the amount of
time estimated for an average respondent to respond: An estimated 1,434

will take each respondent approximately 4.08 minutes to provide their
responses.
    6. An estimate of the total public burden (in hours) associated
with the collection: The estimated annual public burden associated with
this collection is 98 hours, which is equal to 1,434 (# of responses) *
.068 hours (4.08 minutes).
    7. An Explanation of the Change in Estimates: The decrease in the
total number of respondents by 14, 347, the time taken for each
response by 2 minutes, as well as a reduction in total burden 1,489
respectively, is due to the change in methodology used to calculate the
current public burden, which differs from that which was used during
the previous renewal in 2015.
