SUMMARY: The Office of the United States Trade Representative (USTR) is 
providing notice that the United States has requested the establishment 
of a dispute settlement panel under the Marrakesh Agreement 
Establishing the World Trade Organization (WTO Agreement). That request 
may be found at www.wto.org in a document designated as WT/DS531/7. 
USTR invites written comments from the public concerning the issues 
raised in this dispute.

DATES: Although USTR will accept any comments during the course of the 
dispute settlement proceedings, you should submit your comment on or 
before July 20, 2018, to be assured of timely consideration by USTR.

SUPPLEMENTARY INFORMATION: 

I. Background

    Section 127(b)(1) of the Uruguay Round Agreements Act (URAA) (19 
U.S.C. 3537(b)(1)) requires notice and opportunity for comment after 
the United States submits or receives a request for the establishment 
of a WTO dispute settlement panel. Pursuant to this provision, USTR is 
providing notice that the United States has requested a dispute 
settlement panel pursuant to the WTO Understanding on Rules Procedures 
Governing the Settlement of Disputes (DSU). Once the WTO establishes a 
dispute settlement panel, the panel will hold its meetings in Geneva, 
Switzerland.

II. Major Issues Raised by the United States

    In 2017, the United States requested consultations with Canada 
regarding measures maintained by the Canadian province of British 
Columbia (BC) governing the sale of wine in grocery stores. The United 
States alleged that the BC wine measures provide advantages to BC wine 
through the granting of exclusive access to the retail channel of 
selling wine on grocery store shelves, while limiting imported wine to 
be sold in grocery stores only through a so-called ``store within a 
store.'' The parties failed to reach a mutually satisfactory resolution 
to this dispute. On May 25, 2018, the United States requested that the 
WTO establish a panel to consider the U.S. complaint.
    The United States alleges the BC measures are inconsistent with 
Canada's obligations under Article III:4 of the General Agreement on 
Tariffs and Trade 1994.

III. Public Comments: Requirements for Submissions

    USTR invites written comments concerning the issues raised in this 
dispute. All submissions must be in English and sent electronically via
