    k. Description of Request: The applicant proposes to retire one of 
three turbine-generator units at the project. The unit has been 
inoperable since 2005. Retirement of the unit would reduce the total 
authorized installed capacity of the project from 8.0 to 4.5 megawatts. 
The applicant proposes to retire the unit in-place rather than removing 
it, but does not propose any changes to project operation.
