SUPPLEMENTARY INFORMATION: Background.--On December 5, 2017, the Commission determined that the domestic interested party group response to its notice of institution (82 FR 41654, September 1, 2017) of the subject five-year review was adequate and that the respondent interested party group response was inadequate.
