ACTION: Withdrawal of direct final rule.

SUMMARY: On July 16, 2018, the Environmental Protection Agency (EPA) 
published a Notice of Intent for Partial Deletion and a direct final 
Notice of Partial Deletion for the Research Center Property (RCP) of 
the Beloit Superfund Site (Beloit Site) from the National Priorities 
List (NPL). EPA is withdrawing the direct final Notice of Partial 
Deletion because EPA did not provide timely notice of the publication 
of this rulemaking through publication of an advertisement in a local 
newspaper as required by EPA policy.

DATES: This withdrawal of the direct final action 83 FR 32798 (July 16, 
2018) is effective as of September 14, 2018.

SUPPLEMENTARY INFORMATION: On July 16, 2018, the EPA published a Notice 
of Intent for Partial Deletion (83 FR 32825) and a direct final Notice 
of Partial Deletion (83 FR 32798) for the Research Center Property 
(RCP) of the Beloit Superfund Site (Beloit Site) from the National 
Priorities List (NPL). After consideration of the comments received, if 
appropriate, EPA will publish a Notice of Partial Deletion in the 
Federal Register based on the parallel Notice of Intent for Partial 
Deletion and place a

copy of the final partial deletion package, including a Responsiveness 
Summary, if prepared, in docket EPA-HQ-SFUND-1990-0011, accessed 
through the http://www.regulations.gov website and in the Beloit Site
