SUMMARY: The Department of Labor (DOL) is submitting the information 
collection request (ICR) titled, ``Youth CareerConnect Grant Program 
Participant Tracking System,'' to the Office of Management and Budget 
(OMB) for review and approval for use in accordance with the Paperwork 
Reduction Act of 1995 (PRA). Public comments on the ICR are invited.

on or before November 15, 2018.

SUPPLEMENTARY INFORMATION: This ICR seeks PRA authority for the Youth 
CareerConnect (YCC) Grant Program Participant Tracking System 
information collection. Specifically, YCC grantees submit participant-
level data and quarterly aggregate reports for individuals who receive 
services through YCC programs and their partnerships with entities 
administering the workforce investment system as established under the 
Workforce Innovation and Opportunity Act. The reports include aggregate 
data on demographic characteristics, types of services received, 
placements, program outcomes, and follow-up status. Specifically, 
reports summarize data on participants who received core YCC program 
services, (i.e., program enrollment, retention and credential rates, 
placement services, and other services essential to successful outcomes 
for YCC program participants). American Competitiveness and Workforce 
Improvement Act section 414 authorizes this information collection. See 
29 U.S.C. 3224a.
    This information collection is subject to the PRA. A Federal agency 
generally cannot conduct or sponsor a collection of information, and 
the public is generally not required to respond to an information 
collection, unless it is approved by the OMB under the PRA and displays 
a currently valid OMB Control Number. In addition, notwithstanding any 
other provisions of law, no person shall generally be subject to 
penalty for failing to comply with a collection of information that 
does not display a valid Control Number. See 5 CFR 1320.5(a) and 
1320.6. The DOL obtains OMB approval for this information collection 
under Control Number 1291-0002. For additional substantive information
