This notice announces action taken by FHWA and other Federal agencies that are final. The actions relate to the Interstate 81 Viaduct Project located in Onondaga County, New York.

Notice of limitation on claims for judicial review of actions by FHWA and other Federal agencies.

SUMMARY:

This notice announces action taken by FHWA and other Federal agencies that are final. The actions relate to the Interstate 81 Viaduct Project located in Onondaga County, New York.

DATES:

By this notice, FHWA is advising the public of final agency actions subject to 23 U.S.C. 139(l)(1). A claim seeking judicial review of the Federal agency actions on the highway project will be barred unless the claim is filed on or before October 31, 2022. If the Federal law that authorizes judicial review of a claim provides a time period of less than 150 days for filing such ( printed page 33873) claim, then that shorter time period still applies.

SUPPLEMENTARY INFORMATION:

Notice is hereby given that FHWA and other Federal agencies have taken final agency actions by issuing approvals for the following highway project in the State of New York: Interstate 81 Viaduct Project, Onondaga County, New York. The purpose of the Project is to address structural deficiencies and non-standard highway features while creating an improved transportation corridor through the City of Syracuse that meets the transportation needs and provides the infrastructure to support long-range transportation planning efforts.

The objectives of the Project are to:

The actions by the Federal agencies, and the laws under which such actions were taken, are described in the FHWA Final Environmental Impact Statement (FEIS) for the project, signed April 4, 2022, in the Record of Decision (ROD) for the project, issued on May 31, 2022, and in other documents in the FHWA administrative record. The FEIS, ROD, and other documents in the FHWA administrative record files are available by contacting FHWA at the address provided above. The FEIS and ROD can also be viewed and downloaded from the project website at: https://webapps.dot.ny.gov/​i-81-viaduct-project.

This notice applies to FHWA agency decisions as of the issuance date of this notice and all laws under which such actions were taken, including but not limited to:
