SUMMARY:
In fiscal year (FY) 2026, a Congressional Report accompanying the Consolidated Appropriations Act, 2026 (Pub. L. 119-75) included additional funding for the Innovation on Maternal Health program specifically to “support the development and implementation of a resource kit for providers, as well as correctional custody and healthcare staff, who care for pregnant, birthing and postpartum women who are incarcerated” (Senate Report 119-55). HRSA is awarding supplemental funding in the amount of $750,000 to JSI Research & Training Institute Inc., the current Alliance for Innovation on Maternal Health (AIM) Technical Assistance Center Program award recipient, HRSA-23-084, to develop the Care for Incarcerated Pregnant and Postpartum Women Resource Kit.

Justification:
This funding provides one-time supplemental funding to JSI Research & Training Institute, Inc., which currently carries out the AIM Technical Assistance Center cooperative agreement, with a budget period of September 2025 through February 2027. This supplement supports the recipient in developing the Care for Incarcerated Pregnant and Postpartum Women Resource Kit. Consistent with congressional intent outlined in Senate Report 119-55, which accompanied the FY 2026 appropriation, HRSA, through its Maternal and Child Health Bureau will “support the development and implementation of a resource kit for providers, as well as correctional custody and healthcare staff, who care for pregnant, birthing and postpartum women who are incarcerated.” Such resource kits should include best practices, resources, and planning materials for use by teams in healthcare settings that may not typically provide obstetric services or frequently care for people in need of obstetric care. The AIM Technical Assistance Center maintains a public facing website,

which disseminates a variety of resource kits aimed at improving maternal health. The addition of a Care for Incarcerated Pregnant and Postpartum Women Resource Kit is complementary to the resources shared by the AIM Technical Assistance Center.
