Overview of This Information Collection
Abstract: ATF provides law enforcement and investigation training to ATF employees and other federal, state, local, and international law enforcement personnel. Training covers numerous topics using both internal (ATF employees) and external technical experts from various disciplines. External instructors are non-ATF experts and may be from other law enforcement agencies, fire and rescue departments, professional organizations, or academia. Due to the nature of law enforcement and related training, ATF must maintain detailed records on the instructors' qualifications and expertise. An instructor's record includes their contact information, areas of expertise, educational and professional background, and professional vita or curriculum vitae. ATF must retain these records to maintain its Federal Law Enforcement Training Accreditation (FLETA) and to maintain a legally defensible training program. In some legal cases, it may be necessary to not only show that a specific individual received training, but also demonstrate that qualified instructors provided the training in a consistent manner. ATF uses the Adjunct Instructor Data Form, ATF Form 6140.3, to collect the necessary personally identifiable information (PII) from non-ATF employees to document and evaluate their qualifications to serve as an ATF instructor.
Type of information collection: revising a previously approved collection.
Title of the form/collection: ATF Adjunct Instructor Data.
Agency form number, if any, and the applicable component of the Department sponsoring the collection: Form number: ATF Form 6140.3. Component: Bureau of Alcohol, Tobacco, Firearms, and Explosives.

Estimate of the total number of respondents and the amount of time estimated for an average respondent to respond: There are an estimated 10 respondents associated with this collection per year, and it will take each respondent an average of approximately 30 minutes (0.50 hours) per response to complete their responses.
Estimate of the total annual burden (in hours) associated with the collection: The estimated annual public burden associated with this collection is five hours, which is equal to 10 (total respondents) * 1 (# of responses per respondent) * 0.50 hours.
Estimate of the total annual other cost burden associated with the collection, if applicable: 0; there are no costs.
| Activity | Number of respondents | Frequency | Total annual responses | Time per response (hours) | Total annual burden (hours) |

| Completing application | 11 | 1 | 10 | 0.50 | 5 |
Revisions to This Information Collection
As part of this ICR renewal, ATF is making no revisions to this information collection, OMB 1140-0099. However, the annual hourly burden has decreased because the number of respondents went down from 20 to 10 over the past three years. This in turn resulted in a decreased total annual burden from 10 to 5 hours. ATF is also making some minor edits to the form for plain writing compliance.
Dated: October 14, 2026.
