Synopsis
With this Public Notice, the Wireless Telecommunications Bureau (Bureau) establishes GN Docket No. 26-289, which is captioned “Eligible Space Station Operator Transition Plans for the Upper C-Band.” This Public Notice also details the process for notice and comment on the eligible space station operators' initial Transition Plans. On July 24, 2026, the Commission released the
Upper C-band R&O,91 FR 48700, which adopted rules to make 160 megahertz of mid-band spectrum available for flexible use throughout the contiguous United States by transitioning incumbent Fixed Satellite Service (FSS) operations out of 4.0-4.16 GHz.
The
Upper C-band R&O
required that each eligible space station operator publicly file no later than November 5, 2026, an initial Transition Plan detailing all relocation steps and estimated costs necessary to clear 4.0-4.16 GHz. The
Upper C-band R&O
directed the Bureau to establish a dedicated docket for these purposes and to issue a public notice seeking stakeholder input on the initial Transition Plans. Comments on the initial Transition Plans are due on November 30, 2026. All initial Transition Plans and responsive comments should be filed only in GN Docket No. 26-289.
